A little less conversation, a little more action

On 4 April 2017, the House of Lords Select Committee published its post-legislation scrutiny report in relation to the Licensing Act 2003. The Government then issued their response on 6 November 2017.

There was then a follow-up report from the House of Lords published on 11 July last year, and in November last year, the government issued their response to that follow-up report.

Are you still with me?!? If not, I do not blame you.

Here is a link to our most recent article on the subject which if you follow the links will explain the background and sequence of events: 'Government response to the post-legislative scrutiny of the Licensing Act 2003 follow up report'

The latest step in the process is that on the 17 of May the House of Lords debated the Liaison Committee report on the Licensing Act 2003. Of particular interest in the debate, which can be found here (LINK), is the further discussion on the relationship between planning law and licensing law and the agent of change principle, which has been a hot topic for quite a period of time

Amongst the other matters discussed were the following:

  • Training
  • Access to licensed premises for disabled people
  • The night-time economy
  • The pricing and taxation of alcohol
  • The sale of alcohol at airside parts of airports
  • The application system
  • A national database of Personal Licence holders

These are not new matters and in some cases date back to before the Licensing Act 2003 came into force in 2005.

We await the next stage in this lengthy process, and we will keep you updated.
